Harlan Crow

Harlan Crow would be a relatively unremarkable conservative donor — wealthy real estate heir, Federalist Society supporter, Heritage Foundation funder — were it not for one extraordinary relationship that turned him into a symbol of Supreme Court corruption: his decades-long friendship with Justice Clarence Thomas. Born in 1948, Crow is the son of Trammell Crow, once called "the world's largest landlord" and the founder of Trammell Crow Company, one of the largest real estate development firms in America. Harlan took over portions of the family empire, running Crow Holdings, a Dallas-based investment firm managing billions in real estate, industrial, and financial assets. Crow's political giving is relatively modest by mega-donor standards — roughly $50 million over his career — directed toward conservative institutions like the Heritage Foundation, the Federalist Society, and Republican candidates. He is a collector of historical artifacts, including memorabilia from authoritarian regimes (paintings by Hitler, a signed copy of Mein Kampf, statues of Lenin and Ceausescu) — a hobby he describes as historical preservation but which has drawn uncomfortable attention. The bombshell came in April 2023, when ProPublica published an investigation revealing that Crow had provided Justice Thomas with undisclosed luxury gifts for over two decades: private jet travel around the world, vacation cruises on Crow's superyacht (the Michaela Rose), resort stays in the Adirondacks, and more. The trips were worth hundreds of thousands of dollars and were never disclosed on Thomas's financial disclosure forms, as legally required. But it went further. Crow purchased the Savannah, Georgia house where Thomas's mother lived — and she continued living there rent-free. He paid private school tuition for Thomas's grandnephew, whom Thomas was raising. He bought personal property from Thomas, including a set of items that may have included the family Bible. The relationship raised profound questions about Supreme Court ethics. Thomas has participated in cases involving Crow's business interests and the interests of the conservative movement Crow funds. There is no Supreme Court ethics code that would prevent this (the court operates under no binding ethics rules), which is precisely the problem. In 2024, the Senate Finance Committee launched an investigation into the Crow-Thomas relationship, issuing subpoenas that Crow fought. The investigation revealed additional undisclosed gifts and raised questions about whether Crow's generosity influenced Thomas's jurisprudence — or whether it simply purchased sustained access to the most conservative vote on the nation's highest court. Crow's defenders argue the relationship is a genuine friendship. His critics respond that friendships between billionaires and Supreme Court justices don't include hundreds of thousands in undisclosed gifts unless something else is being exchanged. The relationship has become the primary exhibit in the case for Supreme Court ethics reform.
